July was actually quite nice.

I hate too much rain in summer as well. Otherwise, everything is perfect except that the summers are a bit cool (would have wished 3 degrees more, like 23-25 in Jun- Aug). Sunshine levels are even better than many parts of Europe including London (UK) and Hamburg (GER).
I give it an A-.

Strange that Oslo is getting A-s and B-s while Tallinn that's only slightly colder got a spike of D-s.

D+ for me. Winter is too cold and summer too short.

It actually has a warmer summer month than I get here, but I wouldn't want to swap summers.

Only 3 months of semi-tolerable weather. F, although I may give D- since it is slightly moderated by the sea and those heated sidewalks may make the winter not as dangerous.

F+

Hey, at least only a month it goes below 0 and the summers seem to have good sunshine hours with mild temps. But still, a horrible gloomy climate overall.

Great? I am in Dubai now and will return to Oslo tomorrow. Coming from 20 C and sun to -8 C, snow and darkness is not something I look forward to. The summer months in Dubai are awful, though. A typical Norwegian summer is ok. The summer of 2013 was great.

Heated sidewalks are not that common. Only main streets got them. Icy sidewalks are something you will get used to and they are mainly dangerous for old people. Salt and/or sand can be quite effective.
