Does relative humidity and dew point affect the cold?

Well something makes temperatures under 60F/15C feel so bracing in the deep south compared to up here. It's usually attributed to humidity, although often it is windy after a cold front as well.

I would say yes. When I have been out in ground fog in Oregon, which is often at about 0-5 C (32-41F) , I find it much chillier than -5 C (~20F) and dry. Now - 10 C and lower feels cold no matter what.

Wind is often a complicating factor though. High humidity with cold often means still air and high pressure after a wet storm, whereas arctic air masses can be dry but ruthlessly windy, so they feel brutal.
