I'd say option 2 myself, though I guess it depends on the individual. No doubt some people would collapse and be hospitalised very quickly without water in Kuwait.

Why are you guys focused on water intake? Sunstroke will kill you quick (within hours in some cases). Learn about Evaporation from your skin in direct sun and the effects of sunstroke.
And if you're mentioning finding shade then why not start a fire for the other example. I dont think finding a way to survive was a part of this poll. I might be wrong but then its a whole nother debate.
And using an average day of 102F vs -38F is a bit unfair dont you think? So based on the unfair question my choice would be Yakutsk since it's more extreme than Kuwait
You could probably last about a day in Kuwait, but I'm sure your health would go downhill pretty quickly.
