Almost the same here, though we can have a 20C in march, pretty rare but can happen,
even early in march.

Mean for Seattle is early April for earliest and mid October for latest. Earliest ever on Feb 8, 1963, latest ever Nov 22, 2017.

Our first and last 68+ days from 1974 to 2018.

1981-2010 average:
January 30 (first)
December 1 (last)

I suspect that since the coldest day of the winter isn't January 1, but rather around January 12, the early date should be a bit later if counting from the "dead of winter".

Portland, OR:

March 2/3 times, April the other third.

2017 didn't reach it until May but that year was highly unusual.

Most of the time in mid/late March. I think in February it's pretty rare, but we can be very close most years. We have recorded 16c (60F) in every month.
