I personally don't see a problem with geographically close weather stations
having different averages in 1 to 2 degree range. Lot's of local factors involved,
terrain/slope, elevation, proximity to lake/ocean or river, creating micro climates.
That's weird how they don't have Vancouver Harbour CS. I've calculated their mean to be 11.13, which is the warmest in Canada.

As for the varying degree differences, it is more than just a fluke that all the warm CS stations are warmer while all the cold CS stations are colder than the nearest station. Also, some of them are in the exact same location as the airport or other such weather station. When you look at the month by month, the CS stations exaggerate the summer daytime temperatures quite a bit. I'm not totally sure, but I think the CS stands for Campbell Scientific. There are a several other weather stations that read high such as White Rock Campbell Scientific.
