In Ioannina Greece where I live they occur every winter about 2 days per winter month on average. And there san happen the phenomenon of thundersnow but not very frequent. The city has 42 days with thundestorm per year on average and the most happen between mid spring till mid autumn. Some few in winter.
I live in Arizona and yes thunderstorms occur in the winter but I don't think thundersnow occurs in Arizona, even in places that get snow in the winter.
Rare, Usually when there is a thunderstorm here in Santa Maria usually brings heavy rain and hail and a couple lightning strikes. The temperatures are usually in the 50's and 60's when it happens and even upper 40's are possible when it gets very heavy.
I'd say they happen maybe 2-3 times per winter here. Sometimes, like in January 2014 and February 2016, we can get severe thunderstorm or tornado warnings in winter. It's usually in the 60s or 70s when winter thunderstorms happen, but thundersnow happens about once a decade.
Winter of 2012-13 had 16 thunderstorm days here (4 in December, 6 in January, and 6 in February).
