I prefer Toulouse because of being a semioceanic climate located close to the Mediterranean boundary climate, although Bilbao and Bordeaux are way to good for me too.
Barcelona is the best for me. But the other ones are good too.
Bilbao is too rainy and cloudy but temperatures are generally quite good there, except summer which is too cool.
Bilbao due to the tamest summers, although its sunshine hours are quite disappointing. Second choice is Zaragoza due to the winters being chilliest there
Toulouse has slightly cooler winters than Zaragoza. With twice as much precipitation, I prefer Toulouse despite its cooler summers. It's my favorite overall.
Despite its tame averages, Bilbao gets hot quite frequently. It topped 105°F in 2013 and 106°F in 2011. As the averages show, Zaragoza is consistently warm to hot in summer, whereas in cities north of the range (Bilbao, Bordeaux and Toulouse), heat is more fleeting.

In Bilbao, foehn winds seem quite frequent. Not as much in Bordeaux and Toulouse, they're too far from the range. From what I've seen, they sometimes get föhn in winter under strong southerly flows ahead of Atlantic storms, but not in summer when wind is more gentle.
Just checked, apparently the average number of 100°F+ days per year is 5 in Zaragoza vs 1 in Toulouse and Bilbao, so quite a difference, more than I thought. Also, 0.5 in Bordeaux, 0.1 in Perpignan and 0 in Barna.
