No. It can be 100% but not rain. The temp simply has to cool to the dewpoint to result in 100% humidity which can occur during the night or with a change in wind direction (e.g. a seabreeze).

Seattle, I didn't realize you get that cool of temps this time of year already.

It really is strange as few trees have turned color, few leaves have fallen, and the lawns and pastures are a deep green in color ( no frost yet this season)No frost in the immediate forecast.

We had 2 inches of rain betwen Sunday night and yesterday morning.
