mild if it's sunny, slight chill with other conditions(cloudy, windy, foggy, rainy, etc....)

I'd consider it chilly/cool. Anything 18°C+ can be considered mild.

It's chilly to me, don't think it could be considered truly warm under any circumstances though could be classed mild or relatively warm depending on context.

It is normal we cannot wear heavy clothes or short sleeved clothes with this temperature.

Overall, I'd call it cool... I can just about wear shorts with it if the weather is set fair and there is no wind, however would still need a wooly jumper (Like on many of Spring days, or summer nights). But, with rain and wind I would need a coat and scarf (Like on Autumn Days)... As a max, if I'm used to winter temps then it's mild, if I'm used to summer temps then it's cold and I would probs need to use a scarf and winter coat - all relative to what I'm used to and what the actual weather conditions are like...

It's hot in winter, warm in sunshine in early spring, very cold in summer.
