So I wear a winter coat below 15-16°C, generally. Maybe a bit cooler if it's sunny with no wind, but it MUST be no wind. I also have a beanie type hat on if it's below 20°C, and above that, a baseball cap, or if it's very warm, no hat.
Below 5-7°C I will wear gloves, a winter coat and a hat. If it is even colder, with wind/rain/ice, I will wear two hats (yes, that is a thing) and my heavy duty gloves.
On the other hand I am comfortable in 2-3 layers at and exceeding 32°C temperatures. I do heat, not cold.

Regardless, I've never seen anyone wear gloves on a day with 15°C temperatures. 16-24°C being delightful is not ridiculous, a lot of people would say it's their favourite weather and accuweather agrees with me.
I would wear a light jacket if the temperature is in the range of 60 to 65F plus if it's windy and cloudy. And I would wear a medium jacket if it's chilly with temps in the range 50-55F. For temps below 50F, in Chicago, a winter coat is a must for me to keep myself warm.
70+ short sleeved shirt
60-70 long sleeved button down (light rain jacket if rain is in forecast)
50-60 light to medium jacket depending on whether i wear a sweater or not
40-50 medium jacket and sweater
sub 40 - winter coat and sweater
Sub freezing - beanie and gloves
Living in the UK and Ireland i basically never needed a winter coat, gloves or a beanie - or short sleeved shirts for that matter. It was a bit dull weather wise but the predictability within a fairly narrow framework had its advantages.
