40 F is too cold for a picnic and 40 C is too hot for a picnic but if you were forced to attend a picnic for 2 hours at either temperature (you can wear anything you want) and the park has plenty of shade as well as open space. Both days are sunny with no wind and low humidity. Which condition would you choose to attend a picnic in? To clarify, you must pack food with you and eat it outdoors when sitting on blankets with friends or family so it's not just about hanging out outside.
40 F with sunny, low wind and no humidity is quite pleasant (though a day like that would probably have a very cold evening and night), 40 C with sunshine and no windy even with no humidity sounds terrible, even with the shade. I'll take the 40 F in a heartbeat.
40°C most def. Have fond memories of long outdoor lunches on hot days. In the shade, of course.
40°F feels quite chilly standing still and I prefer not to be bundled up for a picnic.
I've been to barbecues in 40C conditions, and they were manageable.
40F isn't remotely comfortable enough to be outdoors, motionless, for extended periods of time.
