Based purely on climatic preferences, and nothing else, you are asked to move to one of the world's capital cities - you can choose both among country capitals and capital of states in large, federal countries such as the US or Australia, or even China's provinces - but that wouldn't work, say, with the capital of a region in France or whatever.
Once I get enough results, I'll put everyone's respective dream location on a map.

Dream capital city location : Natal, capital of the Brasilian State of Rio Grande do Norte.

Among capitol cities, Petropavlovsk-Kamchatsky is the best. Russia is certainly a large, federal country so a capitol of a federal subject qualifies here. Juneau and Reykjavik come to mind as other good capitol sites, but Petropavlovsk is on top.
If you're going to do a U.S. edition Juneau, Alaska is the hands-down winner for me among state capitols. For a Canadian edition Winnipeg, Manitoba is by far the best. Among national capitols I believe I would choose Reykjavik, Iceland.
+1 for Juneau, Alaska. There are some some state capitals in the lower-48 with colder winters, but not one of them can offer the comfortably cool summers of Juneau.
