Gdansk, Poland pop (460,815) goes below 0F (-17c) most of the years. It reached that in:
2000 -18°C
2001 -23°C
2002 -17°C
2003 -25°C
2004 -25°C
2005 -17°C
2006 -21°C
2009 -21°C
2010 -26°C
2011 -24°C
2012 -27°C
2014-19°C

Since 2000 temperature went below 0F every year except 2007 2008 and 2013... The lowest recorded temperature since 2000 was -27°C (-16.6F) in 2012. All of the above temperatures are nightime lows, such temperatures during the day are extremely rare. I've lived in Gdansk for 14 years

It's true. 2013 was the only year since 2000 (and, probably, in all times, because recent years tend to be the warmest) without any below zero (Fahrenheit) temperatures.

Note: Oslo Airport Gardermoen is located more than 40 km inland from Oslo at 202 m asl and in a different climate and a different county so does not represent Oslo.

Trondheim - Voll (127 m) yearly minimum, data only from 2002 onwards available:
2002 -18.9C
2003 -21.5C
2004 -15.1C
2005 -16.4C
2006 -17.5C
2007 -18.7C
2008 -14.5C
2009 -14.3C
2010 -24.3C (very cold winter)
2011 -17.1C
2012 -15.9C
2013 -19.5C
2014 -16.4C

So that is 5 of last 13 years with minimum 0F /-17.8C or colder.

Interestingly, Trondheim Airport Værnes (12 m), also located near the fjord (but further from the main fjord branch), has recorded 0F /-17.8C or colder yearly minimum 11 of the 15 last years. That's probably due to less UHI at the airport and because the airport is very flat (off course), so the cold air stays put (inversion).

I would guess most large cities east of Sweden and Germany would record 0F every /most years, except in the far south close to the Med. and close to the Black Sea. This includes almost all cities in European Russia.

If regularly, there's quite a few.
On average, those that go below zero every year. For example, on average Chicago sees around 10 nights below zero every year.

tampere, finland, most likely reach 0F on average every year too. in fact - i guess it reach at least 10 nights with 0F on average.

russia west of the ural mountains is part of europe.

Most likely. The only one that I know didn't was the winter of 2008. Won't bother to look it up, but yes, most likely.
