Portland averages about 59-82F during midsummer, Toronto is about 65-77F. Dewpoints in Toronto are significantly higher, averaging 66F compared to Portland 58F, but both cities can range from comfortably dry to muggy.
Toronto is far more likely to have dewpoints above 70 but conversely Portland is much more likely to reach 100 degrees. Summer in Toronto is a bit cloudier and much wetter, and the days are not quite as long due to the latitude.
I'd say both cities have nice and moderately warm summers, but I'd say I like Toronto's summer better because it's not nearly as dry. July and August in Portland can feel almost desert-like which creates a strong contrast to the rest of the year.
Portland is more consistently comfortable, better for outdoor activities. But the dryness will make the landscape look a bit brown and dead by late summer and the lack of storms will make it rather boring.
