Lake Placid, NY was one of those "too cold" places and they successfully had TWO Winter Olympics.

Beijing would be interesting as it would be the first city to host both a Summer and Winter Olympics.

Of course Oslo should hold the Winter Olympics. Kazakhstan isn't a good country and Beijing doesn't get enough snow.

According to their plan, outdoor events will be held in Zhangjiakou, not Beijing.
Zhangjiakou still has dry winters, but it's much colder than Oslo. So maybe the snow can stay, if there is any.

I voted for Oslo, since it has the lower highs, so it would be easier to maintain a snowpack there.
