Um, because all those places have snowy mountains nearby. The Olympics are not held in downtown Vancouver or the beaches of Sochi . The sports in the Olympics require mountains. The entire UK doesn't have any mountains that would fulfill this role.
Places with genuinely cold winters that also have mountains would be far too cold for participation, especially for those who are not acclimated. The most comfortable temperatures for skiing are 0 to -15 degrees C. Once you get below -25 degrees C, it becomes uncomfortable and even dangerous without proper protection.
Of course Oslo should hold the Winter Olympics. Kazakhstan isn't a good country and Beijing doesn't get enough snow.
According to their plan, outdoor events will be held in Zhangjiakou, not Beijing.
Zhangjiakou still has dry winters, but it's much colder than Oslo. So maybe the snow can stay, if there is any.
Anyhow, as a serious answer to this question, I'll give my vote to Oslo.
