I'd go with Kiev, for cooler summers. You would Rarely need A/C on a sunny 78 F afternoon .

Kiev is very cold compared to St. Louis so St. Louis it is.

St Louis can get much colder than Kiev in winter actually, It can easily go below 0 F in winter.

St Louis for its warmer summers and higher sunshine, but Kiev isn't a bad climate. Kiev's snowfall totals look far too low to me, given the interesting highs and precipitation amounts.

Kiev goes below 0F most of winters. Winter 2014 was very cold in North America, but even in January 2014 the lowest temperature was -22°C in St. Louis and -23°C in Kiev.

Kyiv. Good climate. My only complaint is summers are a bit warm and snowfall totals are too low. But the temperature distributions are nice. My Ukrainian ancestors lived in this kind of climate, so I'm well-built for it.
