D from me. Even Moscow is a half decent climate, but absolutely no summer here.

F+. I was thinking of bringing it up to an E- because the record highs imply it can be occasionally warm, but then I remembered that almost everything else about this climate is a steaming pile of crap. I need sun!

It depends if those record highs are a once in 500 year outlier event or if they have a heatwave or two with several days every summer sending temperatures above 75 F. Anyway, I give it an F+ also for being too gloomy and damp and lack of warmth.
