I looked into it further and in most of the Mid Atlantic and Northeast the coldest day of the year is January 21st

December 25th... Christmas day! This is for daily mean and min. Daily max bottoms out on the 24th.

Coldest by 24-hr mean temp is 23th - 31th January at Voll and
16th - 27th January at TRD / Værnes.

Those days have the same value so no exact day.

Pick the day in the middle. That's what I did above.

Avg high/low is 38/23 F (3/-5 C)

However, it could be as low as -4F (-20C) or as high as 68F (20C)

January 17th for my particular location. I don't remember where I read that, but I am certain that I once did. I know it was through some link that was posted on this board that I got that date.
