D. Summers are torrid. I would stay indoors from June to August. January doesn't look too livable either with those wind speeds. But it does offer good weather interest and a nice amount (too much) of snow in winter, which saves it from a lower grade.
Impossibly uncontrollable snow in the winter and uninhabitable heat indeces in the summer. 100F with 65% humidity corresponds to a dew point of 86 degrees and a heat index of 136 degrees - and this is for the average values in August for high temps, not the extremes!
C. Extreme and lacking many comfortable months, but at least it doesn't stay either very cold or hot all year.
