This would be about 17C below average for this date.
The coldest low in the southeast region (and in Norway this day) was -41.1C / -42F at Leirflaten (599 m) in a valley about 230 km north of Oslo as the crow flies.
This is extreme temperatures. This was likely the coldest day in this cold wave in the southeast, as cold is forecasted to ease.
The all-time low for Oslo is -26C / -15F from January 1942.
Southeastern Turkey (Cizre) record of 49.1°C in July 2021 was broken by Northwest Turkey (Low elevated district in Eskişehir Province) with 49.5°C in August 2023.
That place has much hotter summer highs than the capital of EskiÅŸehir Province but colder than Cizre on average during summer.
I am guessing it must have like 5°C hotter average high than the capital of Eskişehir in July at least.

During nonregular February heatwaves, New Orleans can get so warm it is warmer than some of even Miami's Februaries. February 2018 was .5C warmer for New Orleans Audubon than Miami International Airport's February 2015 for example.
