For me, it’s the Central Valley of Chile. I chose Talca because it has the most data, but there’s some towns slightly to the north that are even closer.
I chalk this up to their similar geography; both are west coast valley locations that have hills/mountains blocking the moderating effects of the ocean, and unlike other regions with Mediterranean climates, the oceans are chilly year-round. The biggest difference is sunshine, as I’m sure sunshine exceeds 3000hr/yr where I live.
There is a website that estimates the most similar climate to yours, but it didn’t show any locations in Chile for me, so take it with a grain of salt.
From my own searching around, I found that Duluth, Minnesota and Nayoro, Hokkaido, Japan are pretty good matches to my cimate here in Estonia. Those climates have slighly higher highs in jul-sept and lower lows in winter, but overall the temperatture ranges are similar. Percipitation patterns are also somewhat similar (less in jan-apr, more in june-oct), although Duluth has higher sunshine hours and Nayoro on the other hand is quite a bit rainier.
The closest match I could find for Detroit outside of North America is Rostov-on-Don, Russia. It's a little drier than Detroit, but not as dry as places in Ukraine that were a little closer match for the temperatures (i.e., Zaporizhzhia and Dnipro).
