Fort McMurray by a hair. At least it has decent sunshine hours, especially in the winter.

Fort Mac is not too bad, all things considered.

Actually not much colder year round than Edmonton, over 300 km to the south.

Decent sunshine and nice summer temps, winter not brutal like above 60N

Fort Mc doesn't look too bad on streetview. Those homes must be well built and heavily insulated.

Very difficult choice, but I'm leaning towards Leuchars for the lower sunshine hours.

Fort McMurray. It's colder than I would like, but Leuchars is too oceanic and cloudy.
