If we are comparing them to "classical" 4-season climates (and when North Americans talk about 4-season climates, they usually mean the Northeastern United States and Midwest), then neither fits the bill. Seattle has no classic winter, nor does it have a classic Eastern summer. Austin has no real winter and 'spring' and 'fall' are basically just slightly-less-hot versions of summer.
Verdict: Tie with slight edge to Seattle, which has more snow on average and a much higher variation in day length.
Seattle because it has a winter season. Seattle has a very warm and dry summer followed by a cool and rainy winter. Austin may have a very strong summer but has practically no winter season.
Vancouver is a better example of a 4 season climate than Seattle is.
Vancouver has moderately cold winters with temperatures around 2°C (35°F) with lots of rain and even some snow. Summers are warm and dry. Vancouver has a wet season (winter) and a dry season (summer).
Seattle has 2 seasons warm & dry and cool and wet. There is no in between.
Austin has 3 1/2 seasons: hot dry summer; cool-mild winter; and a spring that is wet with warm but variable temperatures. "Fall" is brief, and sometimes nearly imperceptible. So I say 3 1/2 seasons.
Austin , Seattle is more of a cool Oceanic climate.
The shoulder seasons are still very cool and takes a long time to warm up, more akin to Tasmania here.
I'm surprised that Vancouver is slightly warmer than here in winter. It's not actually cold at all!
