Quite hard to rank them as none is really good:

1. Washington DC: slightly too warm for mid winter and snow melts too quick. Could be a nice week if the previous and following weeks were colder than that.
1. Minneapolis: a bit over the top, never experienced such cold so I don't know if I would like it.
3. Miami: pleasant, but inappropriate.
3. Seattle: I don't like cold rain, but at least it's cool.
5. Los Angeles: 90 F is a no-go.

Washington DC is the best one for a "winter" week. Outside of that I'm not sure. Having lived in LA I can say that random 90 degree day is accurate. I remember those mid-winter heat waves. That's truly unique to Southern California. That and probably some parts of Texas.
