Zero, absolute zero, unless it's like 90'F or more, day after day, in which case it can take the edge off of the heat. Otherwise, they're pointless. If rain is needed, then rain-- if it's not, why be cloudy? Pee or get off the pot.
What bugs me here so much is that it's cloudy a lot during the very period I dislike it the most--spring, coming off of winter. I like warm weather (but not hot weather), and after tolerating winter, upon spring arriving, I want to enjoy it in all its full glory. Cloud cover is extremely undesirable at such a time, I want it sunny every day (as in at least 15-20 days in a row of it). By contrast, during the summer, you wouldn't mind cloud cover so much, as it helps provide relief from extreme heat, yet it tends to be sunny almost 100% of the time and roast you. It makes no sense.
None. I would prefer any precipitation to occur as showers with sunshine in between and there is nothing more pointless than slate grey overcast anticyclonic gloom conditions.
Not sure, but the occasional cloudy day is okay. I don't really like the slate grey skies associated with anticyclones in winter, but something like this is fine.
200-240 if you mean >50% cloudiness
100-130 if you mean fully overcast
