None are good, but I guess Hong Kong would be the best.

Hong Kong: D+
Frankfurt: D-
London: E+

Frankfurt is colder than London for most of the year.

Frankfurt for me. It is the closest of all for a four season climate with nice precipitation. Its sunshine hours are really bad though.

Hong Kong, even though it has crappy sunshine hours, it has my preferred temperature range + summer thunderstorms.
Dubui with AC would not be bad either and is a close second..

London and Frankfort are too cold and gloomy.

I thought Frankfort was going to win. Because Dubai is too hot and dry. The summers in Hong Kong are too rainy. London is over all just very boring. London's winters are not so either compared to the snowy winters of Frankfurt.

Frankfurt. It has something resembling a 4-season climate although summers could be warmer and winters definitely colder. London is boring crap, Hong Kong is hot and humid (but livable), and Dubai is pure hell.

Frankfurt: B-
London: C-
HK: D
Dubai: F-
