I wouldn't put any trust in the safe season. I live south of 40S, and sunburn is an issue at work until mid/late April or so. People can get mild sunburn in July under intense high pressure situations as well.

I'm not sure if the ozone hole is that big a factor at present. I think super clear skies and very little atmospheric dust or land based pollutants are a big factor.

November to March is bad, but the the rest of year is fine with normal precautions.

Is it more dangerous than, say, New York City? If yes, then why?

The earth is closest to the sun, during the SH summer, which has a big impact. Clearer skies from more ocean, lower dewpoints, and the ozone layer hole all contribute.

My climate is at the same latitude as NYC, but has peak summer UVI as high as Miami.
