I am guessing that Since the climate of Rize is very warm, snowy days will be very, very rare but Once it snows, the amount of snowfall can be very heavy because the climate of Rize is too wet. I believe snow will melt in a short time, though because the climate of Rize is very warm. What do you think? I've never been in Rize so I wouldn't know it. I am just guessing.
Since 1926, the highest snowthickness recorded in Rize has been 187 cm. Rize's record snowthickness in history is higher than many provincial capitals in Eastern Turkey.
Record snowthicness since 1926:
Ardahan: 113 cm
Kars: 120 cm
Erzurum: 110 cm
Muş: 163 cm
Rize: 187 cm

By the way, record lows in wikipedia are not offical record lows for Erzurum. Offical record low for Erzurum ( Capital of Erzurum, which is Yakutiye) is -37,2*C, recorded in December. These datas are for provincial capitals. Parts of Erzurum are colder but data shows the capital of Ezurum Province. Yakutiye is the capital of Erzurum Province. This data in wikipedia snows ''Yakutiye'' in Erzurum Province, so record lows from january to march in wikipedia are not correct.
Because of some wrong informations in wikipedia, I have to explain things, which is a waste of time.
