Nah it doesn't work that way here. Almost everyone who lives in rent apartments are living in municipality-owned companies' flats. They operate like private landlords but are subject to the political party in power of the municipality pretty much. As it is, Sweden is very much a case-by-case country, with a very mixed economy. Had it not been for the third-world onslaught it would've worked reasonably well.
Rents are regulated but I wouldn't call them capped. There's always a court case by case basis for what's reasonable in any given situation. I also save $8 per month by not accepting renovations that I find a bit unnecessary The longer I wait for those... the more money I'll make simply by foregoing that.
