Where I live we recently passed the mark for earlier sunrise today than March the 8th
Europe this question is relevant for those who live in Scandinavia. Your DST change was March 30th, but those extremely far north may have caught up already to more sun in the morning today, than the day before the day you complained of it being too dark in the morning.
For Europe the answer is yes if you are North of 62 degrees latitude
Day of Clock change was March 30th
For North America it's the 39th parallel you need to be north of
Day of Clock change was March 9th
No DST here.
But find data for mexico city - the annual earliest sunrise is just before spring-forward, about half an hour earlier than the summer solstice
