Abilene, TX comes fairly close, although usually 5F warmer on a month by month basis, plus Abilene's rainiest period is in the summer. Similar amounts of yearly rainfall though. I'm sure others can do better, but I think West Texas is not too different overall.

That O'Brien climate is crazy...super rainy mild winter....some months averaging over 10 inches rainfall,
then super dry summer, hot days and very cool nights, all at 42N in North America,
at same latitude as Windsor, Ontario....or Amherst, MA...and Binghamton, NY!

As for Madrid...

There are a few climates in US SW that come close, like...
Jerome, Arizona
Fort Bayard, New Mexico
