Yes, they're practically that. They're hill climates, very similar Oceanic climates to Andorra, inland France, southern Germany, Switzerland, Austria...
Do these hill climates have warmer winters/cooler summers than adjoining lowland areas?
The oceanic effect acts to moderate both summer and winter temperatures -if a climate is just colder year round, than an adjoining lowland area, then the key difference is altitude, not increased oceanic effect.

What? The only Oceanic climates that I see are the ones that are in a country that look out the Ocean, the only exeptions I see are the ones moderated by higher altitude like in Italy.
