Chicago easily due to insanely cold bitter arctic outbreaks that would not happen in Helsinki.

How often do these arctic outbreaks happen and which is the most recent one? Going by data it seems no more common than Helsinki. Helsinki's coldwaves are actually much worse in comparison to cities like Stockholm and Oslo. Take Jan 2016 for example: https://www.ogimet.com/cgi-bin/gsynr...=REV&Send=Send . The winters are generally longer as well.
