I'll visit your fictitious city in May and September, but I'm staying inside with the heater on at night. Or, I'll visit in June but stay inside with the air conditioning on during the day and only go outside at night. If there is a day in late May or early June where the average highs are still in the 70s and the average lows are also in the 70s, I'll visit during that day or two and experience all that your city has to offer, day and night.
It would be that there’s a certain pollutant in the air that stems from a rare mineral in the soil and it traps in heat from any amount of solar, which there’s plenty of in the Light Season (it’s near the arctic circle).
During the dark season, there’s no solar at all plus the land is a couple thousand meters in elevation though in a valley surrounded by even higher an elevation level, resulting in cold sunk air. But high/low temp swings in winter are not reflecting noontime and midnight, but the polar vortex can push the coldest air away from the continent in some winter months more than others.
In April and May you have lots of snow that’s trying to melt yet and it blocks the minerals that when exposed to the sun cause the most rapid heating, so May thaw brings the rise of extreme heat into June, July, August, and by September the solar radiation has gone down enough that things begin to cool quite a bit

Believe it or not this climate managed to eke out a few points. It beats some very hot and/or extremely dry deserts, as well as uninhabitable climates such as Vostok. And that's about it. There are about 6 months of the year that are usable here.

What a horrible place. It never gets into the 60s F, and can get to -80s F. Sounds like a frozen hell.
