Yup... winter is for cold & snow. And I know I acclimate fast so 20s would become warm eventually. I chose -9 to -6C/15F to 21F. Im fine with that. Below normal would be nice. Above normal still below freezing.

10C-15C with no wild temperature swings would be perfect for me. Warm enough for winter greenery but cool enough that it feels like a cooler season.

Having a low daily diurnal range and at least fairly high mountains nearby for winter sports would be extra bonuses.

7~10°C. Tend to be cloudy but it's not difficult to see alternating between sunny condition as well.

It's brutal cold to me, last time I experienced air that cold was in Flagstaff a few weeks ago (and even colder); and it was extremely unpleasant to put it as nice as possible

It's certainly a shock to someone used to the warmth in southern AZ.

Windy 20s feels colder than calm 20s, at least to me. Is Flagstaff a windy place in winter? I was on Mt Hood on Sunday and it was 20ºF with blowing snow and a windchill of 5ºF. Going back to 40s in Portland seemed like Hawaii in comparison.

Yes, the Colorado Plateau is one of the windiest places in the country; where in contrast Phoenix and Los Angeles are the two least windy places in the whole country
