With 15% humidity....nice weather to go for a swim or a bike ride followed by a swim.
Perfect marathon weather, or triathlon perhaps. Also great weather for doing some chores like cleaning out the greenhouse, a bit of welding or cooking a nice roast dinner, followed by a hot chocolate.

No, not in the city where is unbearable hot and you got the sweat running down your neck. There is no relief, unless you go inside malls and some other stores. The house bricks and the pavement beam heat like an oven. I am so miserable right now ...

No, in fact 39c at any humidity level is terrible running weather, quite dangerous for a very good portion of the population. An actual marathon would almost certainly be canceled in any major city at this temp.
Many of my runner friends refuse to go running 5k even at 29c, despite enjoying summertime, let alone 40 kilometers at 39c. It is an absurd proposition
“Perfect running weather” has been described by most as temps between 10 and 20c, since the body naturally heats up with exercise. Personally I would say that it is even colder, around 0-5 c, though that is not the majority opinion.
On the other hand, if you were referring only to the humidity level and not the temperature, then that is more reasonable.
