Do people, for example, on Greek islands, in southern Italy/Spain, Los Angeles, Buenos Aires use heating?

In Turkish med coast where winters are warmer than above cities except Los Angles use air conditioners as a heater in winter months at generally after sunset.

I don't think homes in Lima, Peru have central heating, but they use portable heaters.

What a naive question...

Well, since you mentioned Southern Italy let's take Palermo for example, which has basically the mildest winters in Italy.
Usually in the Sicilian capital the daily means in winter oscillate between 10C and 13C.
Buildings with no heating would eventually tend to reach those temperatures and keep them for the entire season due to their thermic inertia.
In your opinion is it comfortable to live for four months in your house with 12 - 13 C at the most ?

I would guess North Africa, far northern India or Saudi Arabia as far as portable heaters go.

North India does not provide heating even though it does go below freezing every couple years. People who can't handle the cold are just left to die . Sad but true.
