Lisbon is located a bit north of Azores but it hadn't recorded any frost in recent history (very close to it, however with record low 0.2C). Lisbon - Wikipedia, the free encyclopedia

Well that place was at 39.5N.

I can't think of anywhere else. All of the north of Spain has reached 0c and the isle of scilly have too.

What about Southern Hepisphere? There is probably Amsterdam Island, but I'm not sure. But it's not inhabited.

I think there are some coastal areas of Tasmania which are below 40S that haven't recorded a frost.
