Just wondering what are some the best places to live for people who don't want to or can't live anywhere near cold rain and snow, excessive heat, or constant swings between relatively warm and freezing temps.

Anywhere in the tropical Andes at high elevation have year-round moderate climates and temperatures right in that range you're looking for. Some great examples include Caracas (https://en.wikipedia.org/wiki/Caracas#Climate), Popayan, Colombia (https://en.wikipedia.org/wiki/Popay%C3%A1n#Climate), and Ibarra, Ecuador (https://en.wikipedia.org/wiki/Ibarra,_Ecuador#Climate).

If you want something drier, you can't get any better than Arequipa, Peru (https://en.wikipedia.org/wiki/Arequipa#Climate).
