This isn't really about what you prefer or don't prefer, but more of what you can actually stand for a decent amount of time. So I'm not talking about spending 2 minutes outside getting the mail or walking to the car, but actually going outside for a walk or to sightsee, etc.
For me in the summer, I'd have to say usually heat index above 100 will make me want to just stay inside. Exception is if it's getting late and there's plenty of shade. I've gone on walks before to get some exercise and that's fine. But mid-day in the sun? Nope. I can go to the park another time.
I admittedly have low cold tolerance. If it's 45 or below I have no desire to go outside to do anything unless it's sunny with no wind. I now live by a small lake with a trail around it and for almost a week it was too cold (kinda windy too) so I just stayed inside.
Then I'll see people online that are in Alaska hiking in below 0 temps for fun.
Anything above 85f with dews above 70f. And we get that more and more as the planet just keeps heating up. Now it goes into Nov when it used to be early Oct in the 1980's.
I have cross country skied with temperatures in minus numbers (in Fahrenheit) but under sunny skies, near 0 humidity and no wind. When the wind and humidity come up my cold tolerance goes way down. 25 to 30 (again in F) is about as low as I am willing to go under those conditions.
My wife and I have hiked in Death Valley with the shade temperature at 116. Those of you who have been to Death Valley already know there's no such thing as "shade" there. But, again, near 0 humidity so it was almost tolerable. I've also been in South Carolina with temperatures in the low 90's with 80 degree dewpoints and have felt hotter. I now live in Oregon's Willamette Valley and can go up to about 100 with the humidity at typical interior western Oregon summer levels.
Heat doesn’t bother me that much. However cold does a number on my fingers and toes, so gratuitously going outside when it’s under 40* or so is something I avoid like the plague. Rain...depends on my mood. I don’t usually mind it that much, but it gets annoying to go out when it’s windy with my long hair, or if I’m wearing a hat.
There's no weather that will keep me from going outside if I want/need to, however when it's near or below zero and really windy, I'll avoid going out if I can, but that all depends, really. If it's -30 I'm more tempted to go out than -10 because at -30 a lot of cool things can happen with hot water that may not necessarily happen at -10. For heat, triple digits can suck the light out of me, but they're worth experiencing every now and then.
Wet cold rain in the 30s isn't that fun to be out in. I'd rather get a good snowfall.
I once rode in an Accord when it was 10 F / -12 C outside with a wind chill of -8 F / -22 C. I've also had temperatures of 98 F / 37 C with heat indices around 105 F / 41 C.
Anything between -30C and +30C is suitable for me (but it, of course, depends on weather and humidity).
