Caxias do Sul is the coldest big city (500k+ population) in Brazil. But still it wouldn't be considered exactly cold by most people. It's also one of the few cities in Brazil to experience snowfalls ocasionaly. And by that i mean some minimal accumulation that melts before noon once or twice a decade. That's all. It's not much snowier than that in the coldest points of Brazil. Terrible country for winter lovers overall haha.
The last time it snowed enough to form a thin white blanket was in July of 2021:
C to C-. At least 500 hours too cloudy, not enough cold and snow in the winter, and it fails to provide the 4 seasons of my favorite Dfa/Dfb hot/warm summer humid continental climate.
The upsides are that there is no ridiculous average heat, January makes a decent July in my ideal climate, and winter is only comfortable instead of warm or hot.
I've been to Porto Alegre, which is warmer than Caxias do Sul due to coastal proximity. The good thing about Caxias do Sul is the summer would be very pleasant, and most people likely don't have or use air conditioning. I would guess that many people use a heater of some sort at times during the winter months.
I gave it a B. The temps are mild and don't vary widely throughout the year and the extremes aren't too bad. The humidity may not be too good for my sinuses. The rain should keep things green though.
