Oct 2023 summary:

After the 2nd warmest September, the warmest October on record ensued for Zagreb and for the majority of Croatia.

The first 2 weeks were Indian summer, felt like early June rather than October.
Then the second half got cloudier and rainier, although still well above average temps, still good for shorts.
All in all a very warm fall, might potentially end up as the warmest fall on record, we'll see what November brings.

Departures from averages:

Avg. high: 22.0 C (+5.0 C)
Daily mean:15.9 C (+4.2 C)
Avg. low:10.7 C (+3.2C)
Precip: 62.2 mm (-26.3 mm)
Sun: 183 h (+52 h)

Record high broken too (+0.9 C)

I'm surprised your record high was only 28.3C before now. Toronto's record is 30.8C and it has hit 28.3C several times despite average October temperatures being significantly cooler (14.6/7.7C).

Days where Toronto had a daily record of 28.3C or warmer.

29.6C Oct 1 (2019)
28.3C Oct 3 (2023)
28.3C Oct 5 (1922)
28.9C Oct 6 (1900)
30.0C Oct 7 (1963)
30.8C Oct 8 (2007)
28.9C Oct 12 (1928)
28.9C Oct 15 (1897)

Right, it was weird for me too.

Karlovac (50 km southwest of Zagreb) has a record of 30.3 C (23/1971), so up until this October 2 degrees more than Zagreb.

While Zagreb got up to 29.2 C on Oct 8, Karlovac hit 30.1 C.
Don't really know what causes so much temperature discrepancy.
