Since I was told to let the guy be (guy that claims his city near Toronto sees several weeks of -40 in a bad winter) and that -15C/5F is t-shirt weather for being outside a couple of hours. I decided instead of arguing back with him, that we should just listen to him since only he is allowed to correct me but it is bad that I correct him since I am just a lowly American. So if his city averages a low of
10F/-12C. That means the being outside for 2 hours threshold while working is about 3C lower than the average low for the coldest month for a city. So here is the list.

T-shirt weather for outside working for 2 hours for cities.

London: 0C/32F
Tokyo: -2C/28F
NYC: -6C/21F
Munich: -6C/21F
Chicago: -10C/14F
Toronto: -12C/10F
Moscow: -12C/10F
Minneapolis: -16C/3F
Calgary: -16C/3F
Montreal: -17C/1F
Ottawa: -17C/1F
Edmonton: -22C/-8F
Winnipeg: -24C/-11F

For me, Down to 13°C, it is a t-shirt weather if I am walking.

And then there's Italy where people are in long sleeves until 25c.

'Long sleeves' doesn't necessarily mean warm clothing... I really shouldn't have to explain this to an adult with Common Sense but here we are.

You can't seriously be this close-minded and Murica centric. Believe it or not, there are many long-sleeved clothing types that are suitable for the heat of summer- traditional Italian clothing for starters.

A -12C in Toronto can easily feel a good 5 to 10 degrees colder. Why is Tokyo's threshold lower than London? Their averages are about the same.

Yeah, that guy is on some B.S. For me, T-shirt weather starts at around 50F.

I'll look at this a different angle. -12C is the threshold where you can wear a t-shirt on the inside and the thickest winter coat on the outside and be sufficient. Anywhere colder and you need more/thicker layers beyond the t-shirt inside that winter coat.

My actual t-shirt (without any other layer) threshold is 12C. And my threshold for inner layers more than a t-shirt is 0C.
