I'm a Substance Abuse counselor with an MA Crisis Response and Trauma, I specialize in trauma do not have a professional counselor license, just one for substance abuse. I've been in Substance Abuse Counseling since 2014 and basically want to get out of where I am at. I'm looking to move to a smaller town that isn't a wreck like the one I live in. I shouldn't have any problem at all getting a job, it's just that I want to be careful where I move to.

No arguments. You are in a growth industry and opportunities abound in both big cities and small towns.
What size community are you looking for? How "big" of a substance abuse problem would be too much for you to consider? What other amenities are you looking for?
Hopefully some others will chime in, but I would say "all of them" save Charleston, Huntington, Parkersburg, Wheeling and Morgantown probably would fit your size criteria, and I wouldn't write them off entirely either.
So, I guess would you rather be closer to a major metro area, like DC or Pittsburgh? Would you prefer high mountains and deep valleys, rolling terrain, or the hills and hollows type geography?
Biggest obstacle I have found in my research is spottiness of internet availability. I found Charleston, Huntington, and Parkersburg to have decent internet. I imagine the same goes for Wheeling and Morgantown. I've heard Fayetteville is fine and had no problems with cell service or wifi (at the Cathedral Cafe) when I was there. Some other smaller towns are hit or miss and avoid areas where Frontier is your only provider.
I'm a gamer and a remote worker, so this is a major consideration for me.
Look at Wheeling. Great architecture and housing. They're struggling a bit to come back but they have a lot of cool to offer. Near the river. Centre Market. Victoria Theater (my fav), Capitol Theater, lots of history. Give them a try.
How small is small? I thought Beckley, while it didn't neccesarily have some of the the "small town" charm you might see in Lewisburg or Charles Town, was a very chill and relaxing place to be. There's a university and medical facilities there, and it might be a good strategic location given your training.
Plus, it's a short drive away from Fayetteville and New River Gorge. The people I met in that area were all very friendly.
