Its hard to tell anyone what Kansas weather is like because it changes so often.
The Wind is a factor,especially during the Winter.
Winters normally stay in the 40's then you could have 20's & 30s for a few weeks
Or 50's or 60's.I remember one Christmas it being close to 70.
Something people up north probably arent used to is ice storms..
Some years we get one or two.Some years we dont get any ice.

I built my house 10 years ago in a new housing addition and I had ten years of specials to pay for paved roads. I knew up front with my contract that I'd be paying those specials. I can say honestly that in September, October and parts of November there were lots of days we never turned on the heat/AC because we were comfortable with the temp. Today for example the heat is off.

If you wanted you could go ahead and pay the specials off in full if you had the cash. I think you can anyway....don't know why they would complain about someone paying their taxes in advance.
