Pre-employment processing; I-9. Does US Government know its own laws? (employee, job)

I was at the pre employment processing session for the seasonal job at the IRS recently. I was required to fill out form I-9. Here is my situation:
-Born out of the US
-Have SS card, US Passport Card, DL
First, the employee said that anyone who was born outside of the US need to show their Naturalization certificate (FYI: Only US citizens can hold civil service jobs). When I told them that I have US Pasport Card, they said they still need to see Naturalization certificate. I thought that US passport is a proof of US citizenship. Did that change recently? :-)
Then, when I was at the HR table for I-9 processing, I provided the employee with two things - US Passport Card and SS Card. She was looking at Passport Card for like 2 minutes, then asked her supervisor and the supervisor said that she still needs to see a driver license!!!!!!
Ok, I read I-9 instructions and it says that if applicant only shows US Passport Card (List A), then there is no need to see anything else (even SS card). Did that also change? ;-)
If the IRS HR is wrong, then I am really embarassed about the way US Government does things....
If that's the only thing you have to worry about, you should consider yourself very lucky.
My guess is that they were unclear as to what the passport card was. I've never seen one, only an actual passport--which is what I imagine most people would present.
