If my boss didn't pay me regularly, I wouldn't work for him regularly. Actually, I probably wouldn't work for him at all.

copy your pay checks so at least that will be your proof of wages. That one pay stub will be the basis for which all your other checks were paid (gross minus deductions = net).

I have worked for a small business for nearly a year and have NEVER had this problem. It's bad business, messy, and unprofessional. I worry about his business.

I think it's no relation with legal. He is a small business owner, he can't follow his words for the capital problem. This seems common among the small boss.
