Moving expenses if layoff occurs (IT job, offer, profit, job)

Somebody got a job offer in IT in a small town, where this company is almost the only one in the IT field. To start working he will need to move from a major metropolitan area to this small town in the middle of nowhere.
Can he ask that in the case of layoff the company will cover his moving expenses out of this town (as there are no IT jobs) to a major city, or is it out of the line?
He almost certainly wont get it. Not in this economy. In the late 90's this was very common to actually get this stipulation in a contract or agreement. But back then, times were good, profit margins were good, and talented IT workers were in demand (this was before outsourcing)
Now? ****... you'd be lucky to get paid decent or with benefits. He would be best advised to not lay roots.
