If an employler requests an employee submit something "in writing" would an E-mail be sufficent?

Unless the employer is weirdly old school, yes.

Okay thanks...I had no idea on this.

I'm not asking (although that is the obvious answer) because I'm dealing with a personality who always responds with a 30 minute lecture on what they would rather someone does just to be difficult.

Follow protocal to a T and they change it to one of the "in this case" deals.

Ill send the email and if they want they can print it out and I will sign it but that's as far as I'm willing to go.

I just wanted to make sure sending an e-mail wouldn't be completely inappropriate.

If you find out the employer wanted the submission to be written by hand on paper instead of email. Please post the company name here or PM me.

I feel a company requesting hand written submissions from candidates is a top-notch organization with very intelligent people and would like to connect with them!

And if they're that much of an AR personality, make sure you refer to it as protocol.

This is one of these posts that would be improved by more detail. What exactly was the request for? Do they want documentation for a review, or to penalize you for something? You say "that's as far as I'm willing to go".

Also email gives you a better paper trail. You will have a record of the date a time the message was sent and you may even be able to request a read receipt and prove that the intended recipient read the message
