The Work Number is an employment/salary veryification application.

Your information is not given out without your consent.

In a nutshell, a company outsources their HR's Employment Verification process to The Work Number (an external company).

Here is how it works:
If you are applying for a mortgage or loan, the lender needs proof of employment/salary which comes via the Employment Verification process. It gives your salary, job title, employer, number of years with company and whether full time/part-time.

You (the employee) initiates a process at The Work Number where you allow a one-time use of your data. You get a password, link and tel# and you give it to the mortgage company and they contact THe Work Number and give the password in order to obtain data about you. That password is no good after one use.

There are different types of verification - one without salary and one with salary. You can choose which one in the above example.

Another method in which you consent to this data being given out when you sign loan paperwork or paperwork for a background search. This usually authorizes your Employment Verification data to be given to the lender or employer/background search firm. They provide your authorization signature to The Work Number, before they can obtain information about you.

Your employer discloses this data directly to lenders/background search firms and future employers if the employer does their own in house Employment Verification. If they outsource the task to The Work Number, then The Work Number provides the data.

Regardless of who gives it out, it is necessary data that allows people to get mortgages, credit cards, loans and also other jobs. If your employer refused to give this data out, it could put the economy in a landslide because loans would be slowed to a crawl...and future jobs wouldn't hire you because they couldn't confirm your past employment record that you are claiming on your resume.
